About CimBay Consulting

Roseann Bayne has spent 28 years as a teacher, adult trainer, and administrator, primarily in Oswego County, New York. She founded Cimbay Consulting in 2018 to provide educational consultant services to a wide range of organizations. 

As a high school teacher, her early career interest in the effects of poverty on student achievement led her to research the impact of poverty on brain development and the subsequent strategies that could be used to level the playing field for students growing up in poverty. The poverty research overlapped into the impacts of trauma and Adverse Childhood Experiences on both students and adults. 

Roseann realized that in order to assist students in reaching their full potential, the significant impact of childhood experiences on brain development and human behavior needed to be shared with all teachers and administrators.  

In 2006, Roseann became a school administrator and began her "2nd career" teaching adults.  Roseann has experience as a K-12 building administrator and as a district-level leader.  She currently serves as the Assistant Superintendent at CiTi BOCES in Mexico, NY and provides training and support to all nine Oswego County school districts and throughout the state.
